I had some hesitation, as I pointed out in my Despatch No. 255 of the 17th. July, 1914, in recommending the increase in salary which has been granted to these three officers from the commencement of this year; and I am unable now to re- -commend that any further concession should be granted to them.

I may mention with regard to paragraph 10 of

the Memorial that the Third Interpreter at the Supreme Court is Mr. A. G. Mackie, an officer of British parentage and domicile, senior in the service by more than two years to Mr. Wong Kwong-tin. It is unnecessary to comment upon the circumstances under which

the rate of Mr. Mackie's salary has been fixed.
